Finding a place to stay in Rouen that balances comfort, location, and budget can feel like a challenge, especially in a city known for its historic architecture and premium tourist appeal. The capital of Normandy is a walkable masterpiece, filled with half-timbered houses, Gothic spires, and cobblestone lanes that demand exploration. However, you do not need to spend a fortune on a luxury hotel to enjoy the magic of this medieval city.
Budget travel does not mean sacrificing safety, cleanliness, or convenience. In fact, Rouen offers a surprisingly diverse range of affordable accommodations, from modern chain hotels on the outskirts to charming family-run inns near the Seine. The key is knowing where to look and what trade-offs you are willing to make, such as staying slightly outside the historic center in exchange for free parking or lower nightly rates.
The city’s compact nature works in your favor. Even if you book a cheap hotel a short tram ride or a 15-minute walk from the Cathedral, you are still perfectly positioned to see the sights. Public transportation is efficient, and many budget hotels are located near major transit lines, making it easy to explore without a car.
For travelers arriving by vehicle, several low-cost accommodations offer the rare perk of free or inexpensive parking, which is a significant advantage in a city where street parking can be scarce and costly. Others cater to backpackers and solo travelers with private rooms at hostel prices. The definition of "cheap" here generally falls under €80 per night, with many options dipping well below that during the off-season.
When selecting these properties, we prioritized cleanliness, guest satisfaction, and proximity to either the city center or major transport hubs. Whether you are here to walk in the footsteps of Joan of Arc, visit the stunning Musée des Beaux-Arts, or simply use Rouen as a base for exploring Normandy, there is an affordable bed waiting for you.
Below is a curated list of the best cheap hotels in Rouen, selected for their value, location, and reliable service. These properties prove that you can save money on your room and spend it instead on Norman cuisine, museum tickets, and memorable experiences.

It was one of the worse places I have ever been in my life, terrible service, terrible communication among the employees to have the bedroom ready and a misconfusion of which one was the correct room and still have the courage to blame the customers.
People doing noise until 4/5am and the staff doing absolutely nothing about it, and the cleaning is terrible.

Look for the car wash when trying to find the entrance!! Gated parking. Small but comfortable room. Materace is thin and pillows are thin too but not too bad. Clean sheets, clean room and restrooms/shower. Small sink in the room was handy. Bring your own towel and soap. Nice staff. Good place for the price .

Clean nice rooms and good parking. Recommended for one/two nights stay

After travelling for 14 hours through the night, due to various delays, we arrived at 06:30 and were greeted by an incredibly jolly member of staff with a big smile, made a difference after the journey. All was clean and easy to access, rooms are obviously small but larger than expected/remembered from F1 stays years ago and more than enough for a sleep and a wash. We had 2 rooms with double bed and ensuite and 1 room with 3 singles (one a mezzanine). The mezzanine bed hadn't been made but sheets were there, so tired we didn't notice until we woke up.
There didn't appear to be a sink for handwashing near the communal toilets which would be nice but all the rooms had a sink. Ensuites had shower gel provided and 2 small hand towels.
Adjacent parking was convenient and fairly secure and there are large picnic benches outside reception which are sheltered. We'd definitely use this for a stopover again.
Thank you to the team here for a clean and friendly stay.

Hotel looks grim from the outside and that doesn't improve when you go inside. Staff member at check-in was miserable and seemed annoyed we were there. Hotel corridors smelt terrible, rooms were hot and cramped. We were woken through the night by noisy people inside and outside the hotel. No hot water for a shower in the morning and breakfast was inedible. I have never left a hotel so quickly. It was very cheap but I really wish I paid more and gone somewhere else.

I had a wonderful night at the hotel and highly recommend it.
From the moment I arrived, I was greeted very warmly by Chizlane. The staff was friendly and helpful, which is always a pleasure. The room was very comfortable: clean, well-appointed, with a very comfortable bed, perfect for a good night's rest.

Arrived late night and the automated check-in entry was easy to use. Accommodation was as expected, clean and good value. Very quiet. The bed was very comfortable. Shower pressure great.
The lady in the breakfast room went above and beyond with great service to my partner who was using crutches.

My room had only one pillow and the tv remote had gone walkabout. The shower has a shower curtain which I have not seen in years which shows how outdated it is.
The Petite Dejeuner had disappeared when I went for breakfast. Not what I expected having paid for it.
Understaffed and unfriendly.
I don't recommend coming here.

We always have a comfortable stay at b&b Rouen st etienne de rouvray. We’ve been staying every year for at least 5 years on our journey south and back again. It tends to be the same receptionist each time, who is very polite and friendly. We get pizzas from Case à Pizza in the town and eat them at the outside tables before a comfortable sleep, ready for the rest of our journey. Thank you, as always. See you next time!
Julia Jarzębowicz★☆☆☆☆
Unprofessional service and terrible check-in experience.
My room was fully prepaid in advance via Booking.com. However, upon arrival, the receptionist repeatedly insisted that I had to pay again. Even after I explained that it was already settled, the staff member argued with me for 15 minutes before finally consulting with the manager and admitting the room was indeed paid for.
While I understand system errors can happen, what is completely unacceptable is the attitude. After realizing the mistake was entirely on their side, there was no apology whatsoever—just complete indifference.
If the mistake is on the hotel's end, a simple "sorry for the inconvenience" is the absolute bare minimum. Very disappointing management and customer care. Would not recommend.

Ok for having a sleep while on the road, but not having all that is needed for a stay. Very tasty organic bread for breakfast, but would be nice to have something on the bread - like cheese or ham. The key in our room was stucking in the locker and it took a while to get the door open each time. No hair dryer and no kettle in the room. After the first night of our stay, the rooms were cleaned, used towels taken away, but no new towels brought to our room. The reception was closed and not reachable by phone when we came back late from hike and found out that there are no towels.

Cheap, clean & convenient. Very short drive to various restaurants. Just as we expected for a budget motel. Room was fine but little bare - things like no spare loo roll (luckily reception was open so ONE spare was quickly provided) & empty soap dispenser (there were 3 soap/shampoo sachets provided) just tainted things a little. Would stay again & recommend.

Can't score below 1 ⭐
Nothing premier about to this awful disgusting, neglected, poorly managed, smelly, noisy, cramped, lousy internet, no heating, overpriced, dirty, rampant smoking in rooms (no smoke detectors anywhere!!!), unhygienic dump. Fire extinguishers have no check dates so perhaps never calibrated? Clearly the company have no pride, principles or safety standards.
How can anyone rate higher than 0 (1* minimum on Google)...
Front desk is hardly ever manned so if you have a problem or even a fire, you're in trouble.
Cheap or not, it's bad and should not be charging customers to stay. At the very least it's completely unsafe and families particularly should really avoid.
My mistake booking this but lesson learned. Hopefully this will deter others. There are many better alternatives.
Solution ALPHA★☆☆☆☆
Bad place, the receptionist was rude, 24 hour check in didn't work, we had to wait outside, room had smelly sheets, they smelled of smoke, towels smelled worse, so my shower went to waste.

A simple but very clean and comfortable stay, exactly what I would expect from a budget hotel. The rooms are basic and don’t include extras like a kettle, but the staff were incredibly kind and helpful , when I asked, they kindly lent me one for my room.
A real highlight was how welcoming they were to my dog, and they even accept pets without charging extra, which I really appreciated. If you are visiting with a dog there's a nice park across the road for dog walks.
Overall, a straightforward, good-value stay with genuinely friendly and helpful service.

Very nice welcome. Good size of room. Good bed. Floor was a bit sticky. Shower is a cabin in the room which I do not like that much. Room was not overheated as usually in hotels. It's was not easy to find in the dark although just next to the motorway. But when you miss it, you have to turn around a lot. Maybe a bigger signpost? Very nice welcome at the check in.

Easy to find, modern, helpful staff... It is a budget hotel, but the rooms were very small.... Beware, outside the hotel you are in an area where there are no sit down restaurants... There are many eastern European takeaways.... and not a lot of alcohol available, unless you buy from a supermarket and take back to you room to drink out of the paper cup

Hotel was well located, parking was good, on arrival the lady on reception explained the location of the local restaurants, room was basic but clean and tidy, essentially what we paid for, as a family of 5 we had 2 rooms next to each other which was good. However the overall experience was spoiled by breakfast in the morning. Breakfast was fine and a good selection for continental but when I cut 5 pieces of baguette I was quickly descended upon by the lady from reception saying I wasn’t allowed that many even though there were 5 of us and we had boiled 5 eggs. My youngest, 6 years old, didn’t eat his breakfast and after taking a bite of his pan o chocolate but not wanting to finish it as it was too early my wife wrapped it up in a napkin at which point the lady descended on us again and said if we leave the hotel with it she would charge us for an extra breakfast even though he hadn’t eaten anything. Disappointing and embarrassing in front of everyone. Customer experience nil.

DOUBLE CHARGE
We were charged twice for our room & despite trying to contact the hotel since, they are unwilling to offer a refund for their mistake!
They took payment from our card upon check-in AND then again at departure.
Be very careful using this motel.

Stayed here for a couple of nights during my vacation, I can honestly say that the experience was very pleasant. The staff were super helpful throughout my stay and very responsive to any request. The room was prepared very neatly and had all the things I would require during my stay. And having the bus stop that takes you to the center super close to the hotel was the cherry on top. Will definitely return to this hotel in my next visit.

Rooms are tiny. But the bathrooms bring a whole new meaning to the word tiny. No luggage space. Definitely wouldn’t recommend anymore than one person per room, and even that is too many.
Breakfast at 5€ is not worth the cost, very minimalistic. A couple of good restaurant options nearby for dinner.
Only plus is free wifi.
Not worth the cost per night, and is definitely not a hotel.

Terrible expérience would not return. Room was ditry, the AC doesn't work and blows hot air only. Children's room in the higher area super hot, not clean and no fan in more than 30 degrees. Hotel staff not helpful and don't care. Only one towel left in room with 4 people. I would not return again.

It was quite comfortable in the hotel room. The only problem is that the air conditioner didn't work well, and it's stuffy in the summer, and it was weird smell in bathroom (the smell of dampness or something?). I've been there three times, but the smell was there only once. But I really appreciated the curtains against the light, it helped me sleep well. And bed is clean and comfortable. Overall, I liked it.
T. Hussong★★☆☆☆
Unfortunately, our stay at this hotel was far from pleasant. The room was dark, poorly lit, and had a persistent musty smell that made it feel damp and uninviting. Despite advertising air conditioning, the unit barely functioned during the first night. To make matters worse, it suddenly started leaking large amounts of water the next day, creating a puddle across the floor. The general atmosphere of the room was outdated and far from what the photos suggested.
On a positive note, the city of Rouen itself is charming and absolutely worth a visit. From its stunning cathedral to the historic old town, there’s plenty to explore. We would return to Rouen, but definitely not to this hotel. The hotel is far outside the city.

Tiny hot rooms. Stairs in mezzanine dangerously steep. Room dated and a bit grimy. Avoid.

I've stayed at various B&B Hotel locations around Europe as they allow large dogs, which is an immense plus, so I wish I could say better things about this particular hotel, but unfortunately this was an incredibly disappointing B&B Hotel.
Getting to the hotel by car is a little confusing due to the location right next to a shopping mall, so you have to get directions from the front desk to enter the parking garage - OK, fine, a little tedious but not the biggest deal.
Then, I get up to our room (which happened to be on the 6th floor so perhaps others had a different experience with their own rooms) and was so, so disheartened upon entering. The walls appear quite dingy and shabby; the baseboards are beyond scuffed and chipped; the textured walls plus low ceiling make the room feel almost cell-like. There are absolutely zero things in the room aside from two standard pillows, two basic towels, and a tiny television mounted at an odd position on the wall opposite the bed. Not to mention our bathroom happened to be missing any toilet paper. There was nothing to make me think this hotel really meets the 3-star designation.
Yes, the front desk staff were kind and helpful. The breakfast dining area is large (though I didn't have the meal so can't speak to the food). But there was no way I could feel comfortable staying here so I actually checked out only a few hours later. I would strongly, strongly encourage the B&B Hotel brand and the location management to consider some serious updating/renovations to make the rooms more inviting and comfortable.
Andres Lopez Morales★☆☆☆☆
First room the toilet flush was broken and the bed had woman’s hair on it. Second room was fine, but at night time kids upstairs were running up and down corridors, people in various rooms slamming doors and making just so much noise, room next door were chatting with their window open and you could hear everything. Sound travels so much in this hotel. Terrible night sleep.
For the cost, I should’ve got an Airbnb.
Vykinta Saulyte-Bukauskaite★★★★☆
The hotel was clean and well maintained, but the information about the parking was misleading. Unfortunately, it does not cost 6 EUR as stated — for two nights we ended up paying 38 EUR. The hotel description should explain this more clearly. Apart from that, everything was good. One more thing: you need to like church bells, because you can hear them quite well.

Practical Tips for Booking Cheap Hotels in Rouen
Securing a great deal in Rouen requires a bit of strategy, as prices can fluctuate based on local events, seasons, and even the day of the week. By understanding the local market, you can often upgrade your experience or save significantly without compromising on quality. Here are some essential tips to help you maximize your budget.
1. Travel During the Off-Season or Weekdays
Rouen is a popular weekend getaway for Parisians, meaning hotel prices often spike on Friday and Saturday nights. If your schedule is flexible, plan your visit for a Tuesday or Wednesday night. Similarly, the winter months (excluding the Christmas market period) see far lower rates than the bustling summer season or the Armada festival years.
2. Leverage the Public Tram System
If a hotel in the historic center is slightly out of your price range, look at properties along the T1, T2, or T3 tram lines. Areas like the Saint-Sever district on the Left Bank or the neighborhoods near the Université station offer significantly cheaper rates. You can be standing in front of the Gros-Horloge within 10 minutes for the price of a €1.80 tram ticket.
3. Look for "Free Parking" Perks
If you are driving through France, a hotel rate that includes free parking can save you €15 to €25 per day compared to paying for a city-center garage. Budget hotels on the outskirts of Rouen, particularly near the Zénith or the industrial parks, often include this amenity. The savings on parking alone can often justify the cost of a short tram ride into town.
4. Book Directly for Breakfast Deals
Third-party booking sites are great for comparing prices, but budget hotel chains often reserve their best rates and perks for direct bookings. Many cheap hotels in Rouen offer "Room + Breakfast" packages on their official websites for only a few euros more than the room-only rate, saving you money compared to buying pastries and coffee separately at a tourist café.
5. Check for City Tax Inclusions
The "taxe de séjour" (tourist tax) is usually not included in the advertised online price and is charged per person, per night upon check-in. For budget hotels, this is usually under €1.50 per person. Always check the fine print to ensure that a "cheap" rate doesn’t become expensive after fees are added, and have some cash or a card ready for this local levy.
6. Stay Near the Station for Early Trains
If you are using Rouen as a hub for day trips to Paris or Le Havre, consider staying near the Gare de Rouen-Rive-Droite. The hotels in this area are generally more affordable than those right next to the Cathedral, and you will save money on early morning taxis or tram rides when catching a 6:00 AM train.
Rouen is a city that rewards the curious traveler, and saving money on your accommodation simply allows you to dive deeper into its culture. With a little planning, you can secure a comfortable, clean, and safe room without breaking the bank, leaving your wallet full for the region’s famous buttery cuisine and artisanal shopping.
Whether you choose a modern budget chain on the outskirts or a simple inn near the Seine, the hospitality of Normandy is never far away. By using the tips above and booking ahead during peak times, you can ensure that your visit to the historic capital of Normandy is as affordable as it is unforgettable.
