Rouen’s skyline is a medieval daydream, punctuated by the lacy spire of its famous cathedral and the imposing Gothic lines of its historic churches. As the capital of Normandy, this walkable city offers a rare blend of half-timbered charm, world-class art museums, and a vibrant culinary scene that goes far beyond the standard tourist trail. Whether you are tracing the footsteps of Joan of Arc or indulging in buttery pastries along the Rue du Gros-Horloge, the city demands a slower pace of travel.
Choosing the right base is essential to unlocking the magic of this Norman gem. While Rouen is compact enough to explore on foot, the atmosphere of your neighborhood can dramatically change your experience. From historic buildings that once housed nobility to sleek, modern boutiques overlooking the Seine, the city offers a diverse range of accommodations.
Many travelers seek out the atmospheric charm of the Old Town, where cobblestone streets and timber-framed facades transport you back in time. Others prioritize convenience, looking for properties near the SNCF train station for easy day trips to Paris or the coast. Regardless of your preference, Rouen’s hospitality scene is defined by its intimate scale and distinct Norman character.
The following selection highlights properties that stand out for their location, service, and unique architectural heritage. We have focused on hotels that provide not just a place to sleep, but a genuine connection to the history and culture of the region. You will find options ranging from luxurious boutique stays to reliable, comfortable mid-range classics.
Before booking, consider what you want from your visit. If you are an art lover, staying near the Musée des Beaux-Arts is a priority; if you are a foodie, the restaurant-dense streets near the Place du Vieux Marché will call your name. Understanding the layout of the city will help you make the perfect choice.
To help you plan your Norman getaway, we have curated a list of the best stays in the city, followed by essential tips for securing the right room for your travel style.

Unacceptably hot in the rooms leading to very poor sleep. Windows are sealed shut. Air conditioning doesn’t work, staff who came to the room to check it when reported states it’s often like this when the hotel is full. Heatwave has broken outside, but rooms remain unbearable.
Recently refurbished, very clean rooms. Very quiet inside.
Staff all very nice.
Parking a little difficult to find, but once in is very convenient to reception.

Staff on reception very friendly and helpful. The car parking was difficult to find, but luckily we found it by accident, it's down a slip road just before the entrance of the hotel. Breakfast was fine but not a lot of hot food choices, more continental.

Car parking can be challenging make sure you get a space. We had an electric car and they offer a good rate for overnight charging.

For two nights looks good - quiet room, breakfast - pork ham, chicken ham, one type of better cheese one type of low cost cheese, scramble eggs, sausage and various sweets. There is not any vegetable. Next morning same but only low cost cheese (on ice). For two nights quite ok but I will be there for two weeks, I may survive with carefour nearby

Good rooms, lovely helpful staff, very understanding when we double booked.
We accidentally booked twice, our fault, the staff were very helpful and the hotel management understanding. They sorted it out for us with minimal fuss and a professional but very friendly attitude. The stay itself was good, good beds, clean rooms and well equipped.

A simple but very clean and comfortable stay, exactly what I would expect from a budget hotel. The rooms are basic and don’t include extras like a kettle, but the staff were incredibly kind and helpful , when I asked, they kindly lent me one for my room.
A real highlight was how welcoming they were to my dog, and they even accept pets without charging extra, which I really appreciated. If you are visiting with a dog there's a nice park across the road for dog walks.
Overall, a straightforward, good-value stay with genuinely friendly and helpful service.

Very nice welcome. Good size of room. Good bed. Floor was a bit sticky. Shower is a cabin in the room which I do not like that much. Room was not overheated as usually in hotels. It's was not easy to find in the dark although just next to the motorway. But when you miss it, you have to turn around a lot. Maybe a bigger signpost? Very nice welcome at the check in.

Easy to find, modern, helpful staff... It is a budget hotel, but the rooms were very small.... Beware, outside the hotel you are in an area where there are no sit down restaurants... There are many eastern European takeaways.... and not a lot of alcohol available, unless you buy from a supermarket and take back to you room to drink out of the paper cup

Hotel was well located, parking was good, on arrival the lady on reception explained the location of the local restaurants, room was basic but clean and tidy, essentially what we paid for, as a family of 5 we had 2 rooms next to each other which was good. However the overall experience was spoiled by breakfast in the morning. Breakfast was fine and a good selection for continental but when I cut 5 pieces of baguette I was quickly descended upon by the lady from reception saying I wasn’t allowed that many even though there were 5 of us and we had boiled 5 eggs. My youngest, 6 years old, didn’t eat his breakfast and after taking a bite of his pan o chocolate but not wanting to finish it as it was too early my wife wrapped it up in a napkin at which point the lady descended on us again and said if we leave the hotel with it she would charge us for an extra breakfast even though he hadn’t eaten anything. Disappointing and embarrassing in front of everyone. Customer experience nil.

The room was spacious and well-suited for a family stay. The breakfast was excellent, and the staff were truly wonderful—friendly and attentive throughout our visit.
That said, there are a couple of areas for improvement. There was a strong sewer odor coming from the bathroom, which was quite unpleasant. Additionally, the parking facilities are not ideal for larger vehicles. My car is quite wide with a large turning radius, and I ended up nicking a wheel on one of the pointless high kerbs, which seem to be common throughout France.

Nice hotel in a superb location. Room was a good size and clean though the pillows were awful. Staff were helpful and I'd be happy to return though they lose marks for having a fire alarm at midnight on our first night which though it isn't the hotel's fault could have been handled better and the really narrow staircase and tiny lifts meant it took ages getting back to our room after the unexplained evacuation. Can't comment on the breakfast as it was too expensive but plenty of decent boulangeries in the area for a morning croissant

Location was great. But service was terrible. The guy who served us was so rude. They had 3 people at the counter but only one could serve us.
The room was big. But the aircon was blowing hot air when it’s already 30 degrees. With zero cold air. The water in the shower wasn’t going down the drain and they had no hand soap.
After an hour of discussion they finally agreed to give us a new room with cold air and a functioning shower. These are basic requirements.

We had 3 nights here with our adult daughter. So 2 rooms. Sadly no interconnecting rooms at this hotel but we were able to have rooms next door to each other. The rooms aren’t massive to very clean and have everything you need (fridge, tea & coffee, large tv). The parking spaces are tight but we never had a problem getting one (and we were there during the Jean of Arc festival so the place was busy). We didn’t eat in the hotel at all because it’s so well positioned with loads of patisseries, cafes and restaurants around. Beautiful town and easy 1 hour train into Paris for the day.

Wonderful stay at Novotel Suites Rouen Normandie! We are one hundred percent satisfied with the time spent in this hotel.
The room is spacious, modern and incredibly comfortable. I really liked the fresh design, convenient zoning of the space, an excellent bed for a good rest and the presence of everything necessary for everyday comfort. Everything is clean, thought out to the smallest detail and functional.
The wonderful location near the Seine embankment, a cozy atmosphere and very friendly staff made our trip perfect. We sincerely recommend this hotel and will return here with great pleasure!

The service was very friendly and the location is fine but air conditioning is not working even though there is a unit in the room and it’s mentioned on the website. Also the lifts weren’t working, we stayed on the 1st floor so did not bother us. There is a bar and a busy road in the front side but the windows keep the noise out.

For a budget hotel, it was really good and worth it: clean, several games in the lobby, pleasant staff. The room was small but clean, comfortable bed. 10€ for breakfast, which had a good variety and refilled time to time . Too bad you have to pay for parking.

Lovely Ibis Budget adjoined to Ibis Styles. Shared communal areas. Family room felt luxurious with a separate bed for third person (rather than the top bunk over the double bed). Shower and toilet in same room. Loads of hairs in room so cleanliness wasn't to expected standard! Breakfast was excellent and plentiful. Parking on lower deck wasn't fun, scraped car due to design [see pics for angles]. We really enjoyed our stay here and appreciated the good value for money.

Rouen is part of our babymoon trip. I am 22 weeks pregnant with our first baby. The hotel staff kindly helped us to contact the university hospital emergency when I felt hard to breathe and had chest pain last night. The receptionist also helped to communicate between the ambulance staff and my husband so that my husband could come to the hospital by car following the ambulance. We came back safely at 4:30am. We are very thankful to the receptionists.
The hotel room is very clean. Bed is big and comfortable.
Entering and getting out of parking was a bit difficult. The number of parking spots available is decent. Parking fee is also reasonable.
The hotel is slightly far from the historical city centre, around 15 minutes walk, but only 5 minutes by car to the hospital.

We enjoyed our stay at this hotel. We met Jana the receptionist at the hotel. She was the best we have met on all of our trips to Europe last 40 years. She got us checked in early. She approached us with a smile and was very well mannered. She is the reason we are providing our feedback since we would like to see her recognized for her efforts.

The location, helpfulness and friendliness of the hotel is really good, I would come back here just for that. The downsize of this hotel was the pricing, given the room was small, walls of the rooms full of marks because the room is so small and one of the pillows had 3 stains on, for €125/night I would expect more from the room, or at least to be spotless.

We checked into this hotel after our insurance company placed us in another hotel nearby that had no air con, during the heat wave. After a stressful start to what was a trip to Montpellier in our campervan, the hotel and its staff gave us some respite during a frustratimg few days, whilst we navigated garages and insurance.
A special shout out to Lexi on reception whos level of hospitality was unreal. Effortlessly friendly and helpful.
The location of the hotel is fantastic for people wanting to explore the delights of Rouen.
Our room was exceptional. The pool kept our kids happy and kept everyone sane.
I haven't stayed in a better hotel over the last 5 years. Thank you

Overall our four nights were pleasant. The room was spacious and clean although the larger shower head in the bathroom was covered in limescale and maybe hadn’t been cleaned in a while. Any questions or encounters with the staff were friendly and helpful.
The building has been recently renovated and has a pleasant mix of old and new. Parking was 20 euros per day which could be better communicated. We were able to walk to all the restaurants and tourist spots from the hotel, no car needed.

Terrific hotel. It seems to be fairly new. The location is perfect on the banks of Seine and a 5-minute walk to the cathedral and old town. Excellent front desk, very helpful and friendly staff. The room was of good size with everything new and shiny, absolutely quiet and clean with a view of the river. Great underground parking garage.

I was very satisfied with my stay at this hotel. The staff were extremely friendly, polite, and helpful at all times. Breakfast was very rich, varied, and offered something different each day. The gym was a great addition, and the swimming pool was also very nice and enjoyable.
I understand that in France restaurants usually open around 7:00 p.m., however, since the restaurant is located right next to the hotel and directly connected to it, it would be great if it could open a bit earlier. I usually have dinner quite early, between 5:00 and 6:00 p.m., and at that time I have to leave the hotel to look for another place to eat.(one Star less)
I will definitely stay at this hotel again if I visit this area in the future.

This hotel is in a fantastic location. We were 2 couples travelling home and needed a fully accessible room as well as a standard room.
The disabled facilities were really good and the rooms were very comfortable.
The staff we met were all very friendly and helpful.
Our car was too high to get in the car park due to roof box. When we arrived we were able to park right outside which was really helpful as my friend uses a wheelchair.
Rouen itself is beautiful and there were a number of bars and restaurants a short walk from the hotel.

Check in was easy. Rooms were ok, there were a few faults. Bar staff were quite rude, I was being served by bar staff Ambre, she then walked away and started talking to another customer and ignordled me. The building is amazing and very well renovated. Rooms are well equipped, with a mix of modern and old style and very comfortable beds. Receptionist spoke well English and was very kind. The gym has the minimum needed brand new equipment.

A very new hotel just outside of Rouen town centre....which is the only disadvantage, you really need a taxi (X2) to spend an evening in town. It has an underground car park and a bike store on site! The staff are top class...friendly, prompt and good English (which is definitely not the rule in Normandy hotels, just saying). The bedrooms are large and comfy (though my preference would be for down rather than "poly" filled duvets). That have a health spa. The breakfast is impressive.. something for everyone and plentiful. It's a large hotel and the walk to my room felt excessively long, which would be relevant for older guests, though presumably they could book a room on the reception floor. I'd also mention that the hotel has a well designed front garden, and views across town. On arrival the whole vista is impressive, though being up a steep hill it's a challenge for cyclists after a hard day's ride!

My friend and I booked an afternoon spa access for €35. While the amount itself is not significant, it was honestly the worst €35 I’ve ever spent.
The place was simply disgusting. The pool floor was extremely dirty (hair floating around), the floor completely soaked, and incredibly slippery — honestly dangerous, as you could easily slip, hit your head, and fall into the pool. In my opinion, there was no consistent staff attention.
There were many glasses stacked next to the water station, and I later realized they were all dirty and already used. I ended up drinking from a used glass because they only seem to replace things at the last minute.
Overall, the space is not comfortable. You can see the EY offices from the spa, which makes the atmosphere feel quite strange. There’s also a lower area where people can walk or sit, which adds to the lack of privacy.
When we mentioned the condition of most facilities to the staff, they didn’t seem to care. Upon arrival, most lockers were not working or missing essential items. There was only one changing room, and the toilet was right next to the shower. It didn’t make you want to shower at all, it actually made everything feel even less hygienic.
A horrible experience. I do not recommend it and sincerely hope they improve.

The hotel and staff were incredible. We arrived late night and they managed to ensure we were all taken care of despite our booking error. They also booked us into the spa, Which is an hour well
Spent. Highly recommend the service and facilities.

Worst Hyatt I have ever been to. My boyfriend is a Globalist and they don’t even know what that means there.
The spa is NOT INCLUDED, very misleading.
We had a Getaway Treatment with our reservation (and we stayed about twenty days with this Hyatt) they ended up charging us for the treatment and stated if we do not have proof, which we sent them the screenshots, they will not refund. The receptionist booked our massage stating it was included and the meal we had that evening, I even paid personally for the water which I knew wasn’t included.
They are very disrespectful and I would honestly stay at any other hotel then this one when I am back.

We had a great one-night stay in a superior twin room on the 5th floor. It had a small balcony and view of the Rouen Cathedral spire. There are two elevators, perfect for guests with limited mobility. I love the books, decor, attention to detail, and unique room names ... Lots of character. The front desk staff were friendly and helpful, and stored our luggage for us. The breakfast was tasty. The location is fantastic with an easy walk to the Cathedral and other key sights. For vehicle access, call the hotel before your arrival to get the code to lower the bollard at the corner of Rue Fontenelle and Rue de la Pie, it'll save you time and trouble.

This hotel is absolutely stunning. The location is fantastic, near old town and a short walk to/from the train/bus station. The front desk staff are professional and extremely courteous. My room was a highlight - super comfortable bed with excellent air conditioning, beautifully laid out and lovely, practical, clean bathroom. I could have cried everything was so wonderful. I opted for the fruit basket which was huge and delicious. The overall hotel theme and decor was very welcome. This is the place you should stay.

Great location in Rouen. The hotel is a bit set back from the road with a building and courtyard, so it is quiet and peaceful. The beds and rooms are comfortable. Quirky hotel with lovely staff in a great location. The rooms are a little cramped and could do with more coat hooks. Milk in the room would be great (just those long life sachets are fine!) and the policy of 1 bottle of filtered water per room is mean and ridiculous - there's 2 of us in hot weather - we drink one bottle each in a sitting and have to run up and down for refills! Daft.

Some parts of the hotel are lovely but some elements of our stay were so bad that overall this was a huge disappointment. I'd been really looking forward to our one night stay in a junior suite, a bit of luxury on a long journey, but there was a fault with our air conditioning (room 404) which meant that we got hardly any sleep. The air con unit buzzed loudly every 30 seconds for periods of about half an hour through the night, whether it was on or off. We told the reception staff and showed a video of the problem, she apologised and gave us a very small discount but it wasn't really proportionate to the impact of being kept awake most of the night.
We also didn't get the promised turn down service. The receptionist didn't know why. She gave us the snacks that should have been give in the turn down service, but that's really not the same as returning to a room that's been nicely readied for sleep.
The spa was enjoyable but staff variable: the manager was so rude and unaccommodating that the hotel receptionist had to come and explain to her that we were entitled to use the spa. Definitely felt like the spa manager only wanted people who were playing for treatments, not hotel guests. Also be aware that the spa only opens at 10am and hotel check out is llam.
The breakfast was good with a nice range of food available from the buffet including some gluten free Madeleines, but they were very dry.

`The hotel is beautiful and old building with lots of history. The staff were very friendly and supportive. However, I checked in early on the Marriott Bonvoy App and specifically requested a room on a high floor, away from the elevator and stairs. This request info is also in our Marriot status profile. Upon check in I was given an upgraded room/suite due to my status. I again requested a quiet room on a high floor. To our dismay, the room was on the first floor, directly above a restaurant, faced a small plaza with cafes/bars, and adjacent to an elevator and stairwell. Needless to say it got noisy all night in the plaza, noisy with guests walking down stairs and using the elevator at all hours, and delivery trucks unloading supplies to the hotel at the doorway directly below our bedroom windows. Nice room, but no sleep for two nights really put a negative twist on our stay. I can not recommend this hotel as it does not honor your requests, even if provided early to check in.

I've stayed at various B&B Hotel locations around Europe as they allow large dogs, which is an immense plus, so I wish I could say better things about this particular hotel, but unfortunately this was an incredibly disappointing B&B Hotel.
Getting to the hotel by car is a little confusing due to the location right next to a shopping mall, so you have to get directions from the front desk to enter the parking garage - OK, fine, a little tedious but not the biggest deal.
Then, I get up to our room (which happened to be on the 6th floor so perhaps others had a different experience with their own rooms) and was so, so disheartened upon entering. The walls appear quite dingy and shabby; the baseboards are beyond scuffed and chipped; the textured walls plus low ceiling make the room feel almost cell-like. There are absolutely zero things in the room aside from two standard pillows, two basic towels, and a tiny television mounted at an odd position on the wall opposite the bed. Not to mention our bathroom happened to be missing any toilet paper. There was nothing to make me think this hotel really meets the 3-star designation.
Yes, the front desk staff were kind and helpful. The breakfast dining area is large (though I didn't have the meal so can't speak to the food). But there was no way I could feel comfortable staying here so I actually checked out only a few hours later. I would strongly, strongly encourage the B&B Hotel brand and the location management to consider some serious updating/renovations to make the rooms more inviting and comfortable.
Andres Lopez Morales★☆☆☆☆
First room the toilet flush was broken and the bed had woman’s hair on it. Second room was fine, but at night time kids upstairs were running up and down corridors, people in various rooms slamming doors and making just so much noise, room next door were chatting with their window open and you could hear everything. Sound travels so much in this hotel. Terrible night sleep.
For the cost, I should’ve got an Airbnb.
Vykinta Saulyte-Bukauskaite★★★★☆
The hotel was clean and well maintained, but the information about the parking was misleading. Unfortunately, it does not cost 6 EUR as stated — for two nights we ended up paying 38 EUR. The hotel description should explain this more clearly. Apart from that, everything was good. One more thing: you need to like church bells, because you can hear them quite well.
Tips for Choosing the Right Hotel in Rouen
Selecting where to stay in Rouen often comes down to balancing historic charm with modern practicality. Because many of the city’s best hotels are housed in protected heritage buildings, room sizes and layouts can vary significantly. Knowing what to expect regarding accessibility, parking, and seasonal crowds will ensure your stay is smooth and enjoyable.
Prioritize the Old Town (Centre-Ville) for First-Time Visitors: If your goal is sightseeing, stay within the historic center. This area encompasses the cathedral, the Gros-Horloge, and the Place du Vieux Marché. Staying here allows you to wander the pedestrian streets early in the morning or late at night without relying on public transport.
Understand Parking Limitations: Rouen is a low-emission zone (ZFE), and driving in the medieval center can be stressful due to narrow streets and restricted access. If you are on a road trip through Normandy, verify that your hotel offers on-site parking or has a partnership with a nearby public garage. Do not assume street parking will be available.
Check for Air Conditioning: Due to the historic nature of many buildings, not all boutique hotels in Rouen are equipped with air conditioning. While the Norman climate is generally temperate, summer heatwaves are becoming more common. If you are traveling in July or August, confirm that climate control is available.
Consider the Tram Line for Budget Stays: If you find a hotel slightly outside the city center, check its proximity to the "T" line (Tramway). Rouen’s tram system is efficient and connects the main stations to the city center quickly. Staying near a tram stop on the left bank of the Seine can often save you money while keeping you connected.
Embrace the Smaller Room Sizes: Many of the most charming hotels are located in converted 16th-century townhouses. Consequently, rooms can be smaller and quirkier than standardized chain hotels. Pack light, and view the unique architectural details—like exposed beams and stone walls—as part of the experience rather than an inconvenience.
Rouen is a city that rewards the curious traveler. By choosing a hotel that matches your travel rhythm, you position yourself to experience the city not just as a tourist, but as a temporary local.
Whether you spend your days marveling at the light filtering through stained glass or sipping cider on a quiet square, the right accommodation will serve as your sanctuary. With its deep historical roots and warm Norman hospitality, Rouen promises a stay that lingers in your memory long after you have returned home.
