15 Best Affordable Restaurants in Rouen

Dining out in a historic city like Rouen does not have to drain your travel budget. While the Norman capital is famous for its Michelin-starred tables and upscale brasseries, the true culinary soul of the city often lives in its unpretentious bistros and hidden courtyards. Knowing where locals eat allows you to experience authentic Normandy flavors—rich cream, fresh seafood, and hearty meats—without the premium price tag attached to tourist hotspots.

The local dining scene is incredibly diverse, ranging from traditional Norman taverns to contemporary vegan cafes and international kitchens. Rouen is a student city, which means competition for value is fierce and quality remains high. If you are willing to step a few streets away from the shadow of the Gros-Horloge or the Cathedral, you will find menus that offer exceptional value for money.

One of the best ways to stretch your Euros is to look for the "Formule" or "Menu du Jour" (daily set menu). These lunchtime specials typically include two or three courses and are the standard way French workers and students eat out daily. It is the most authentic and affordable way to taste the region’s culinary heritage, often featuring seasonal produce from the nearby markets.

This guide focuses on establishments where the price point is reasonable, but the quality remains high. We have prioritized spots that offer a genuine sense of place, whether that means dining in a timber-framed historic building or tasting a recipe passed down through generations. These are places where the atmosphere is welcoming, the portions are generous, and the focus is on good food rather than pretension.

To compile this list, we looked at consistency, local reputation, and the ability to cater to a variety of tastes. Whether you are craving a classic duck confit, a fresh bowl of pho, or a simple but perfect galette, there is an affordable option waiting for you. You do not need to compromise on taste or experience to eat well on a budget here.

Here are the best affordable restaurants currently serving the city, offering everything from cozy comfort food to vibrant global flavors.

It’s a very beautiful Italian place right at the centre of the city. The price and service is top notch. The pasta and pizza were the best. The place looks so aesthetic. We had a very pleasant lunch. The restaurant is huge and I think at night it would be amazing. Staff spoke English and were very helpful. Food was best! Location was very good. Very very reasonably priced.
Kristof Langland★★★★☆
Very traditional neighborhood restaurant with local dishes cooked on site. The prices were outstanding as was the service and quality of the prepared food. Service was also supreme on both occasions we ate here. If you are on a budget and want a good meal and a demi litre of wine for 30 EUR or less, this is your restaurant.
Daria Chebotkova★★★★★
The staff were very friendly and helpful and the dishes were delicious. Everything was served fast, we highly recommend this place

This was absolutely perfect experience, The waiter was very accommodating and understood everything Without a single mistake, while we were a huge Group speaking half French half English and everything was very confusing. The food was coming quickly and efficiently and was delicious, The prices are incredible for this region and portions are very fair.

We arrived at about 8 PM and waited some half an hour to order and another half an hour to get the starters - those available at the time. The starters and main dishes were delicious but the desert was not good (we had French toast with caramelised pears, away of what it should have been). We tried the Benedictine liquor that was fantastic! Service was slow but the restaurant was fully booked and this may be an explanation.
DANIELA SIQUEROLO★★★★☆
I was a bit afraid of coming here due to some reviews I read, but our experience was spotless. The first waitress didn’t speak English fluently - but she really tried to support and service us in the best way possible. We had some drinks and light food while drinking and everything was really good. The onion soup was delicious- highly recommend. We also had a local cured meet dish and it was very tasty! The cocktail I had was also very good. The restaurant is beautiful, the outside area very charming and welcoming - we loved it! It was worthy the stop!
Danielle Windecker★★★★★
We came into town after a long drive and ferry ride, absolutely starving and unfortunately when restaurants were about to close for the afternoon. The gentleman running Mamie explained the kitchen was about to close but we could order food if we could decide quickly. We happily did so and had delicious, fresh meals plus Aperol spritz, followed by coffee and sweet treats. Everything was prepared perfectly and incredibly flavourful. Service was warm and friendly. The restaurant itself was cheerful and charming. We adore Mamie and recommend it without reservation!
Miodrag Cehajic★★★★★
A break after walking and sightseeing. It's a beautiful sunny day, I'm sitting and enjoying this beautiful day. I'm sitting across the street from the church dedicated to the bravest woman in France, who unfortunately was later burned as a witch. the place was chosen because of the sunny terrace and coffee grounds. They also offer food and a variety of pizza, definitely worth a visit.
Bernard Algharib★★★★★
Mamie is perfectly located in the heart of the city, just a few steps from the Vieux Marché. The service was excellent — the staff were incredibly friendly and welcoming from the moment we arrived. The decoration inside is charming and adds a warm, cozy atmosphere to the experience. As for the food, we tried the Burger Papi Dédé, which was absolutely delicious — the meat was perfectly cooked and full of flavor. We also had the cordon bleu, which was not only delicious but beautifully presented. Highly recommend stopping by if you’re in Rouen!

We went for dinner on our last day at Rouen based on online reviews. We were seated quickly, and the waitress was lovely, took the time to go through the menu and recommend what to order. The entree my wife ordered (a terrine) took nearly 50 minutes to arrive and the main we ordered including the one for my son who was very hungry and kept asking when is the food coming, took over an hour. The young waiters didn’t have much clue, and some customers around us who arrived after us, received their food ahead of us. We saw other couples complaining about timing as well and also receiving wrong, a bit of a chaos. On the other hand the food was really lovely (though the panna cota had too much coulis on top of it), but shame the long waiting takes away from the experience, so had to take one star away.

What a great find. My first day in France and had a wonderful first dinner. Had the steak with potatoes, a bottle of local cider and then a lime and berry creme brule. Service was very prompt and so very nice and funny. They were very patient with my very poor French language skills. I can't recommend this place enough. Will definitely visiting again when back in the area.
Filip De Beule★★★★☆
Decent food in good location at reasonable prices. The service was great, the host is unbelievably friendly, speaking French and English. Good set menu with nice selection of dishes to choose from.
Florimond Krins★★★★★
Great place for traditionnal French and Normand cuisine. Very warm welcome and staff. The crème brûlée was particulary exquisite.

I was the first guest so the atmosphere hadn’t really kicked in, however staff were lovely and spoke great English. My meal, leeks with smoked duck breast and toasted pecans, followed by a deliciously tender lamb Navarin with roasted vegetables was fantastic. I wish I had room for dessert which also looked amazing. Great value and recommended
Val Lit★★★★★
An unexpected discovery! A bit of a gem. Simple, cosy environment, good atmosphere Delicious food. Would recommend booking in advance.
Carlan Welsby★★★★★
This is a great spot tucked away in the Quartier Libre, a vibrant neighborhood with bars, gathering spaces, and this restaurant. The restaurant was cute, affordable, and served great quality food. The server was very kind, especially given our broken french. I will be back for sure and I recommend this spot to everyone!
George Levin★★★★★
Great restaurant in an artistic cluster. Don’t be afraid of the industrial vibe when you arrive at the location. Inside, everything is super stylish and cozy. The food was fantastic. The chef helped us with the menu because none of us could read French. The staff was very kind and welcoming.

A delicious French brunch! We ordered 1 brunch for the couple (we don’t eat huge portions and it was enough for the 2 of us, with an extra coffee). We had the sweet pancakes, croissant filled with cured meat, eggs and cream cheese, and a toast like with cured meat, peach, walnuts and some green leaves. Everyone was cooked to perfection, well presented and delicious. We were delighted. The coffee was also very good and they had non dairy milk as well - I even got a glass of wine with my brunch, which is a nice way to kick off a holiday day! The lady welcomed us and explained everything in English and she could speak multiple languages with the different customers, which is a nice touch. Something really nice is that they post their menu with pictures and all on instagram- what makes it really handy to choose. Loved it. Location also super good, very close to the cathedral and touristic area. Highly recommend!
Δημήτρης Λημναίος★★★★★
Great place to have a brunch. Refreshing menu with lots of seemingly unorthodox but actually delicious options. The service was impeccable, fast but personal and made us feel welcome.
Lorène Petiot★★★★☆
Lovely place! People are super friendly and welcoming. Food is fresh and very good (special mention for the cheesecake passion). 😋 The only thing I would say is that it’s a bit overpriced for the seize of the plates. But very good overall!
Jenny Evgenia Grinblo★★★★★
Very good, fresh food on the daily menu. Fantastic service and open between 2-7pm. Very convenient and good atmosphere for tourists, with a real local feel.
Y M★★★★★
Just wonderful all around. Great food that’s healthy and original and delicious - the cold soup velouté was so refreshing. Great view of cathedral just outside, great staff who is welcoming Best of all they’re open from 12-17 or 18. Life saver when you’ve missed the 2h window for lunch Glad I dropped by and would come again 🙂

Great food, great service, great value for price. We had for dinner the combo menu (opening + main for 23 Eur, opening + main + dessert for 29 Eur) and the child menu (main, dessert, drink for 12 Eur). Water was free of charge. The food was very delicious. The service was very friendly. They have an English menu. We came at 19:45 on a Thursday evening and got a table directly. After 20:15 all tables were full. We can recommend this place!
Rami Assaad★★★★★
Honestly, this place deserves 5 stars. The service was great — the waiter was super friendly and attentive. He gave us time to decide and even added an extra table for us, which was really nice. We had escargot, magret de canard, côte de bœuf, faux filet, and some wine — everything was delicious. Even the dessert was amazing. Highly recommend!
Galyna Kachan★★★★☆
It’s a wonderful please in terms of price and quality. Dishes are tasty and cheap. The service was ok. It’s not an exquisite place to have a nice romantic dinner, but it’s a place to enjoy food. It’s always crowded due to low prices.
Vince★★★★☆
We decided to visit Rouen, which is a 2 hour train ride from Paris. After exploring Rouen all morning, we came here for lunch before heading back to the train station. The restaurant is very spacious and had an extensive menu. We decided to order the camembert roti (cheese with duck, salad, and potatoes), escargot, and confit de canard (duck leg with potatoes). The portions were quite large and we were able to share all the dishes between 2 people. The escargot was yummy and flavorful and I enjoyed the Camembert cheese with the salad and potatoes. The duck leg was also a tasty bite and we were especially keen on trying it since duck is a specialty of the region. Overall, this was a great spot for lunch, the portions and prices are fair and the staff were all welcoming!

Very nice and authentic restaurant in Rouen. Great food and atmosphere. The beef steaks were great, tender and very tasty. Nice service, all the waiters smiling and taking care of all the customers.

Tbh we were here only for the coffee so nothing about the food… but the cappuccino was, well, French? So a glass full of milk with a bit of coffee taste and loads of cocoa. At top price.

Freshly baked and homemade cake. 🤤 Good choice of coffee beverages. Amazing how friendly and professional everyone is. Seems to be a family business with a perfect amount of heart, quality and an inviting interior. Thank you for this much needed coffee break! I recommend trying a Tarte or Cake!

Amazing vegan restaurant using traditional çiğ köfte bulgar to create very tasty options from wraps, burgers, and even a delicious sushi dish that is wonderful. The owner is very friendly and open to accommodating different spice and heat levels based on your preferences. Service is outstanding. The place has a casual diner feel and the food is an exceptional value for flavor and creativity. What a rare blend of traditional approach and modern cuisine. Outstanding!
Cathryn Pelkey★★★★★
We stopped here on our way from Bourbourg to Mayenne. I saw vegetarian and vegan options in the reviews, but wasn't expecting everything to be vegan! It was a wonderful surprise! Being from Texas, I wanted to try the taco - but they were out of cheese. I ended up with the kofte wrap, another vegan with me had the nugget wrap, and the one non-vegan with us had the shakshuka and eggplant with rice. We all shared with each other, and I really enjoyed everything. All of us loved our meals, and I'm so glad we stopped here!
Jessica Peterson★★★★★
This place was great, we came because of so many positive reviews on Google and it didn't disappoint. We each had a wrap and a shared a delicious cake dessert. 10/10 recommend. Great food at affordable price.
Lisa Lendl★★★★★
We had two wraps and the nuggets which we enjoyed a lot. Additionally the owner was super friendly. I recommend you to come here. Vegan alternatives are rare in Rouen.

Absolutely amazing experience. We had two meals - Camembert and toast with buratta and jambon and it was AMAZING. Friendly personnel, secluded courtyard away from tourists. Loved it.
Ann Roy★★★★★
Not only was the food at Le P'tit Creux absolutely spectacular, but we really loved this location! It's just around the corner from the main drag of Rouen lunch spots, making it easily accessible but much quieter and calmer for our large group. The staff was very accommodating of our lack of fluency in French and had a lot of fun helping us with our pronunciation while still striving to communicate with us. The food was so fresh and the menu was well-curated!
Charlotte Challiis★★★★★
Happened to stumble across this great place for lunch, with a warm welcome. Beautiful melting Camenbert with nuts and honey, served with jambon cru ,potatoes, bread and salad plus the super croc monsieur with ham and truffle cheese.Small but innovative menu ,it was all really delicious .

Cozy small bistro serving traditional French dishes. Had the onion soup here, and was properly rich, warm and deeply satisfying. The bread and cheese on top were especially delicious. The portion size was generous, and it was also very reasonably priced. The atmosphere felt traditional, simple and welcoming. The waiters were very kind and accomodating. Overall, a good place to try French comfort food.
Steve Blood★★★★★
We came here for brunch when most diners were having lunch. A great selection of French dishes. We went with eggs and pasta. Coffee was lovely and the sides of bread outstanding. Lovely staff as well.
Julian Thorpe★★★★☆
Fairly typical french tourist restaurant. We liked the old theatre style decor etc.Steak and potatoes hit the spot . Fruit crumble was tasty but re heated and slightly cool in the middle . Waitress from Canada was so friendly and pulled the evening there into a really enjoyable one . Crumble aside !
Haynes C.★★★★☆
Good comfort village food. We liked the tart starter a lot! Quite delicious to try this place once, but the flavor can feel a bit repetitive if more than once. Dessert chocolate cake was ok.
Kaz Bialobrzeski★★★★☆
Food was authentic and tasty, but unfortunately, it was served slightly cold (roast potatoes were hot). They heated it, but the chicken was dry. Overall, it was a good experience, however, slightly disappointed. Many people were eating here so it's clearly a popular local restaurant! I would go back to try my luck again

Great restaurant but not keen on the touch screen ordering system - takes away the personal touch of dining out. Food was good and location is great.
Kevin TRAN (sunglasses)★★★★★
Great pizza and fresh mushrooms. Tables could be cleaner
Regina Reynolds★★★★☆
The reason I'm giving 4 stars instead of 5 is that while my dish was excellent, my partner's dish was not very good. I ordered the mozarella ball starter and prosciutto pizza, both of which were AMAZING and easily 5 out of 5. My partner got the tomato tapenade starter and the pasta marinara main dish. The starter was delicious (4 out of 5), but the noodles left quite a lot to be desired. The noodle sauce was delicious, but the noodles themselves were somehow simultaneously undercooked and overcooked. I don't know what happened, but they were al dente on the inside while being gummy on the outside. They were edible, but on a scale of 1 to 5, with 5 being the best, the noodles were a 1 or a 2. The sauce was very good, which somewhat redeemed the dish, but the noodles dragged the dish as a whole down to a 2 or a 3. For dessert, we got the Nutella pizza, which was so deliciously decadent that we couldn't finish it and had to take the leftovers home with us. That was easily a 5 out of 5. Overall, the experience was generally positive, but I would avoid the noodles in the future.
Anna Afonina★★★★★
Lucia and Lylie were absolutely wonderful! So kind, attentive, friendly, and always ready to help. We stayed in Rouen for three days and came to this restaurant every single day because we enjoyed it so much. Everything was great, and their warm service made our experience even better. Highly recommended!

Cute little cafe located at the middle of a busy street. Food options are amongst pizza, pasta and starters. Has comfortable seating options for groups of 2-6 The Caramel Tiramisu is a must try according to me. There's also a game room with some indoor games just upstairs that you can use.

Good place to have breakfast, lunch or dinner. Le Boom Boom is a very good brunch place with a lovely atmosphere and friendly and helpful service. Our waitress was very helpful with food allergies and a change of sides we requested on one of the meals. We shared the Egg Benedict and Bacon and the Halloumi burger, both were extremely good and tasty. The coffees were good, too. We can definitely recommend a brunch at this place and will come back if we go back to Rouen one day.

LOVELY vibe created by THE nicest staff who were so welcoming in contrast to the scary restauranteurs elsewhere, they didn’t mind at all that we didn’t have a reservation - at 9.30pm for a family of five on a Saturday night in August!!! The food was hip and really delicious (awesome starters!) and some fun mocktails for the kids. But the best thing was the people, total pros, it makes such a difference to a place. Thank you so much!

Stopped for lunch here with my 2 kids 8 and 10. They had a good kids menu and the desert even came in a cute penguin container that we could keep. I had their special salad with buratta in the middle. Yumm 😋

Smart Tips for Eating Out Affordably in Rouen

Navigating the restaurant scene in a new city can be tricky, especially when you are trying to balance quality with cost. However, with a little local knowledge, you can eat like a king on a peasant’s budget. By understanding how the French dining schedule works and where to look, you can unlock some incredible culinary bargains that most tourists miss.

Stick to the Lunch Formulas: The single best way to save money is to make lunch your main meal of the day. Most restaurants offer a "Formule Déjeuner" on weekdays that is significantly cheaper than their evening à la carte menu. You can often get a starter and main, or main and dessert, for the price of a single dinner entree.

Look for the "Plat du Jour": This is the chef’s daily special. It is almost always made with fresh, seasonal ingredients that were available at the market that morning. Because the kitchen buys these ingredients in bulk for the day, they can offer the dish at a lower price point than the rest of the menu.

Avoid the Immediate Cathedral Perimeter: As with most tourist cities, the restaurants that physically touch the main attractions (like the square in front of the Cathedral) often charge a premium for the view. Walk just five minutes in any direction into the surrounding pedestrian streets, and you will find prices drop while quality often increases.

Embrace Street Food and Markets: Rouen has a fantastic market culture. For a cheap and delicious meal, visit the Place du Vieux-Marché or the Saint-Marc market. Grab a slice of savory tart, a fresh baguette, local cheese, and some charcuterie for a picnic that rivals any restaurant meal.

Check the "Ardoise" (Chalkboard): Restaurants that change their menu daily will often write it on a chalkboard outside or inside. If you see a handwritten board, it is usually a sign of a chef who cooks fresh food based on availability. These places tend to offer better value than those with large, static, laminated menus.

Dining in Rouen is about more than just filling your stomach; it is about participating in the rhythm of Norman life. Taking your time over a lunch formula or sharing a plate of local cheese allows you to soak in the atmosphere of the city’s medieval architecture. The affordability of these spots simply makes the experience more accessible, allowing you to save your budget for museum entries or a trip to the coast.

Whether you find yourself in a cozy crêperie or a bustling bistro, the key is to look for where the locals are laughing and lingering. Those are the places where the food is good, the prices are fair, and the welcome is warm. Bon appétit!
