Finding the perfect steakhouse in Rouen means more than just ordering a cut of beef. It is about the marriage of Normandy’s rich agricultural heritage with the refined techniques of French culinary tradition. In the historic capital of Normandy, cattle from the lush pastures of the Pays de Caux and the Cotentin Peninsula find their way onto the menus of some truly remarkable restaurants. Whether you are seeking the buttery intensity of a Charolais or the deep, rustic flavor of a locally raised Limousin, Rouen offers a diverse landscape for the discerning carnivore.
The dining scene here is steeped in history, often housed within half-timbered buildings that date back to the Middle Ages. As you walk through the cobblestone streets near the Place du Vieux Marché or the majestic Gros-Horloge, the aroma of searing meat and rendered fat often wafts from the brasseries. It is a city where the concept of terroir is taken very seriously, and chefs pride themselves on sourcing from specific local farms and butchers who age their beef to perfection.
However, a great steakhouse is defined not just by the quality of the raw product, but by the mastery of the fire. The Maillard reaction—that perfect crust that forms when meat hits a scorching hot grill or cast iron pan—is a science and an art here. From classic entrecôte served with shallot sauce to massive côte de bœuf meant for sharing, the preparations vary, but the commitment to excellence remains consistent.
For the international visitor or local foodie, navigating the options can be overwhelming. Do you want the theatrical tableside carving of a traditional French brasserie, or the smoky intimacy of an Argentine-inspired grill? Perhaps you are looking for a modern bistro that pairs a perfectly seared filet with a robust red Bordeaux or a natural wine from the Loire Valley. The city’s culinary landscape has expanded in recent years to include a variety of influences while maintaining a staunch respect for French classics.
We have curated a list of the best establishments to satisfy your red meat cravings. This selection is based on the quality of the beef, the skill of the preparation, the ambiance of the dining room, and the consistency of service. You will find everything from high-end gastronomic temples to cozy, wood-fired hideaways.
Without further delay, here is our definitive guide to the top meat destinations in the Norman capital.

Great burger patty, but the fries need work
I had a burger here and my overall experience was positive. The burger patty itself was very tasty and cooked to the perfect doneness, just as you would expect from a steakhouse. The sauce served with it was ordinary, nothing special. However, the french fries were below average and quite disappointing. Overall, it was a good meal thanks to the quality of the meat, but the sides could definitely be improved.

Good place, it wasn't crowded when we went (there were three of us and it was a Wednesday in June 2026) and therefore we didn't wait too long either to order or for the food.

I had such a lovely experience at The Gold Beef in Rouen. From the moment we arrived, we were warmly welcomed, and the service throughout was excellent. The staff took the time to explain all the dishes, their contents, and how they were made, which made the whole experience even more enjoyable. The food itself was absolutely delicious, served in a great atmosphere, and everything felt like good value for money. We had an exceptionally nice time and I would happily recommend it to anyone looking for quality food and friendly service.

Our visit to Gold Beef in Rouen was a complete success – from the first moment to the last bite. Upon arrival, we were kindly helped to carry the stroller inside. Without us even having to ask, a high chair was brought for our daughter and even a small portion of mashed potatoes was prepared especially for her – a wonderful sign of true hospitality. The steak was cooked to perfection – juicy, aromatic, and simply delicious. But the absolute highlight were the desserts: not only a dream in terms of taste, but also a true experience in the way they were served. For us, it was a fitting end to our vacation and one of the most enjoyable restaurant experiences of the trip. Gold Beef is a definite recommendation, especially for families with children – here you'll not only be full, but you'll also feel welcome.

Great food, the Angus steak was a delight and the staff very friendly, the place is also child friendly and offers a good menu (including delicious vegetables!). The fact they serve halal meat is a definite plus.

Wow! The filet de boeuf is truly magnificent, and the creme brulee is perfection. I will never be friends with Pommes Frites in France (I prefer crispy), but they were pretty okay, too. Paired with a super comfortable ambiance, very kind and friendly staff and plenty of parking around - as long as there is no football game next door at the Stade. 😂 It was a pleasure to have my birthday dinner here, thanks! I will definitely come back.

I went here by myself during a business trip. The staff was happy to accommodate me and seated me on the right on a couch. The couch was very comfortable and high enough. Since I don't speak French there was a little bit of a language barrier but the staff did their best to help me. I ordered the burger with bacon and a beer (trippel karmeliet). The fries that came with the burger were tasty but I was missing a sauce, this also applies to the burger. It was tasty but missing a sauce of some kind. With Google Translate i managed to pay and ask for the receipt. This went very well and the friendly staff wished me a good evening (in french).
Would I eat here again? ..maybe... To try the other meats they serve. It looked delicious and looking at what other people ordered I got a little jealous ;).
Ambiance was good
Staff was quick and helpfull the only thing i'd recommend is an English course of some kind.

An excellent restaurant for steaks. We were hungry after a busy day exploring Rouen. A nice chinon added to the flavour of the meats. Just had room for apple tart after.

Very nice restaurant, with good steak quality. We have enjoyed our dinner and the kids loved the dessert. I recommend to reserve in advance if you want to make sure you find a table, especially inside.

The setting of Rotomagus is beautiful and the atmosphere has a lot of potential, which makes the overall experience even more disappointing.
Unfortunately, the food did not live up to the restaurant’s price point. The steak was tough, the seafood was overcooked, and overall the dishes were lacking seasoning. One of the side dishes even arrived cold and had to be taken back to be reheated.
What disappointed us even more was the service. Throughout the meal, no one came by to ask whether everything was alright - something you would expect from a restaurant in this price range. When we mentioned while paying that we hadn’t enjoyed the food, the server simply shrugged, said it was fine that we weren’t leaving a tip, and showed no interest in our feedback. There was no apology or attempt to understand what had gone wrong.
It’s a real shame because the location itself is lovely. However, both the food and especially the service were far below expectations. Unfortunately, I cannot recommend this restaurant.

The entrecote had a good amount of fat, making it juicy, but a bit thin. It was more like a rump steak, but cooked to perfection – medium-rare. Beforehand, I had duck rillette, which was delicious. Overall, a great recommendation. The service was excellent!

Excellent place.

High-quality products, from meats and fish to wines, with excellent advice.
Exceptional lunch menu starting at €16.50, remarkable value for money.
The stuffed clams are an absolute must-try, and the kidney is simply divine.
The wood-fired oven is a real plus, quite unique and truly appreciated.

Delicious halal grill. For those not aware that means no alcohol so don't be disappointed by that.
The meat was cooked very nicely and was very tasty. Good sauces to go with the food, too.
Very good fries and salad, as well.
Staff was very friendly. One minor issue is I found the exposed bulbs too bright and hard on the eyes.

The best gastronomic experience we have ever had. The combination of Japanese and French flavours is an experience you must try.

Excellent restaurant, a find in a lovely part of Rouen close to Saint Maclou . We thoroughly enjoyed our delicious meal and an excellent Macon, reasonable price mid 30 euros. The fixed menu for 3 courses was 39 euros and we really liked our pigeon and fish main couses and our fig meringue and grape cheesecake were delightful. We had good service, but felt she was slightly stretched as working the whole restaurant on her own. Advisable to pre book

Wow, what a night. Who knew Normandy-Japanese fusio n cuisine could be a thing before the Flaméron? If you are up for a very original culinary experience, here is a very passionate and young staff that welcomes you in a very unpretentious atmosphere. The place is very small so reservation is recommended. Only (small) downside, the service is pretty slow, but food and waitress explanationd will help not see time going by. 🙂
Gian Arias★★★★★
A delight for food lovers. They offer an interesting mix of japanese and french flavors and the ingredients are always fresh. I was pleasently surprised by the mix of sweet and savory flavors we found in our main dishes. The server was super nice. The chicken Korokke is highly recommended. We were not as impressed with the desserts but good preparation and presentation. Overall great experience.

The food was OK. A 5 course tasting menu. Nothing exceptional though. The staff although good natured were very disorganised and the service slower than I would have liked. It took over 3 hours to serve 5 courses.

The food was very good.
Would be better to have a tasting menu with a little heads up. If the main is something you just don't like...its kind of a waste. You actually go home hungry. Also with a nice menu it is great if you can read what is on your plate....tasting menus often give you the details of your experience to take with you. The real issue is language.....hard to understand..not great fun...
The language is no issue when it is written...

We did the 5 course meal with 3 glass wine pairings. The food was excellent! And all the wine pairings on point. The service was a touch slow (our meal took 3.5 hours in total), but otherwise an incredible restaurant experience.

I have now visited this Michelin-star restaurant twice and have been very satisfied with everything – the service, the food, and the drink selection.
When making a reservation, they also take into account where you would like to sit and do their best to accommodate your preference.
Josie Dixon★★★★☆
This is a restaurant that takes itself very seriously. The staff are impeccably turned out, and the atmosphere is reverential, so smiles are in short supply. We were solemnly presented with what looked like a menu, but since there is no choice and the food is a secret until it arrives, it turned out to be a directory of suppliers. When I asked for a glass of wine, I wasn't allowed to see the list or choose it myself - the sommelier asked what style of wine I liked and then made the choice for me; it was delicious, but I did feel rather deprived of any agency in the selection. We felt rather sorry for the waiter whose job was upselling an additional course, for which he had to open a tin of caviar to tempt diners into an upgrade from the menu and budget they had already chosen.
The food is a work of art, with every attention to detail. Our three-course lunch was generously supplemented by a beautiful array of amuses bouches beforehand, delicious bread with good olive oil and home-made butter, and petit fours with our coffee. Everything is announced in great detail by the waiting staff.
The starter involving smoked mackerel and aubergine had a rather dark taste, and although it was very elaborately garnished, I would have preferred something fresh and green to the strange black spidery fibres which were arranged on top.
The main course was pollock, beautifully cooked, with a tasty source and a small arrangement of miniature vegetables.
The rhubarb dessert was delicious, especially the ice cream at the centre, and again, impeccably presented.
For such a high-end restaurant I found the chunky pottery on which it was served rather ugly, though the wine glasses were fitting to the splendour of the wine.
Thanks to the chef and all the team for the level of care and attention which went into this detailed culinary presentation.
Silvia Myers★★★★★
From the moment we arrived, we were enveloped in an atmosphere that was both elegant and welcoming. The service was impeccable — attentive without being intrusive, and delivered with genuine warmth that made us feel truly special. We chose the 5-course menu with paired wines, and it was an absolute triumph from start to finish. Each dish was a work of art — each dish was a masterpiece. Beautifully presented, with flavours that were perfectly balanced and thoughtfully composed. The wine pairings elevated the experience even further, each glass thoughtfully selected to complement and enhance the flavours on the plate. The setting itself added to the magic of the evening — refined, intimate, and with a touch of understated luxury. If you’re looking for a dining experience that combines artistry on the plate with flawless service and a wonderful atmosphere, L’ODAS is not to be missed.

We decided to visit Rouen, which is a 2 hour train ride from Paris. After exploring Rouen all morning, we came here for lunch before heading back to the train station.
The restaurant is very spacious and had an extensive menu. We decided to order the camembert roti (cheese with duck, salad, and potatoes), escargot, and confit de canard (duck leg with potatoes).
The portions were quite large and we were able to share all the dishes between 2 people. The escargot was yummy and flavorful and I enjoyed the Camembert cheese with the salad and potatoes. The duck leg was also a tasty bite and we were especially keen on trying it since duck is a specialty of the region.
Overall, this was a great spot for lunch, the portions and prices are fair and the staff were all welcoming!

The food was great as the atmosphere. At the end they added service charges which I feel was unfair. Service was good but nobody asked us how the food was, while the people in the next table been asked. On the basis of it I feel my service was less than the other people and I should not be paying the service charges. However we are going to overlook this and will visit the restaurant again. It was a really good experience. 💚💚💚👍🏾👍🏾👍🏾

Visited here with my 3 year old and husband on a Saturday night. We wanted authentic French food for our final night holiday. It did not dissapoint. Service is just spectacular. The server was so welcoming and helpful and kind. The food was delicious. The choices was small but exactly what we wanted. I couldn’t choose! The set menus give great value and you can also get all the deserts. I can’t wait to come back and recommend to everyone visiting.

Enjoyed a delicious 3 course lunch with cider, great food and even better service, very friendly and took the time to chat about our visit and make some recommendations on places to both visit and eat. We didn’t realize the time and were ordering desserts well after closing time (and were the only diners left), we were assured there was no rush. We would highly recommend a visit and plan to return before the end of our time in Rouen.

Just perfect in every way. In my idea of heaven, there would be a local bistrot like this. The food was just glorious, the service friendly but not intrusive. Amazing experience in a beautiful restaurant with great service and excellent food. After an aperitif the servers recommended the Saveurs Impressionnistes menu with the prime rib as main dish. Every course was perfectly cooked and a new level of flavor.
I can only recommend, if you are in Rouen, visit la couronne!

Thank you for a lovely meal. The food was delicious, beautifully presented, and the restaurant itself is full of charm and character.
We also appreciated the friendly service throughout our visit. Special greetings to the waiter with Polish roots – it was a pleasure meeting You!

Very beautiful atmosphere and interior in the restaurant, with personal and friendly service. Sometimes it was a bit slow. The food was delicious and there is a wide selection of wines. The cheese selection is excellent and served on a large tray.
At the end of the evening, the fireplace made the room too warm, so it was a bit uncomfortable to sit and enjoy. Otherwise, a great place and I recommend it!

We had an excellent meal at La Couronne this past weekend. The food and the drinks were superb. Sole Meunier and a beef filet were both excellent, as was the champagne. The surroundings and atmosphere were truly welcoming and comfortable. The service was excellent for most of the meal until it came time to pay the bill. I caught the waiter's attention and politely in French asked for the bill. We had finished our coffee and dessert and the plates were all long gone. The waiter acknowledged my request. But 45 minutes went by when the server made himself busy serving other tables and we waited while others who had arrived after us paid their bill and left. I do not understand if the server---who had far too many tables to manage, but who had been pleasant and humorous during the meal---got too busy and overwhelmed or that he was intentionally was rude to us, but the outcome was the same, and unfortunately the excellent meal and dining experience was compromised by this poor service at the end.

If you are coming to La Couronne for the pressed duck, you need to order in advance. We specifically travelled to Rouen, and La Couronne, from the states for the pressed duck, only to be told at the table that it needs to be ordered beforehand. I can’t find anything on the menu or restaurant website that reflects this. If I missed it, I genuinely to apologize to the restaurant. Hopefully others can see this review and avoid a similar problem. The food we ordered (oysters, sole meunière, soufflé) and the Pouilly-Fumé were good and the setting next to the Eglise Jeanne D’Arc is lovely.

You need to book. Not less than nine potential clients were turned away tonight.
This restaurant is exceptional. Very fair prices for high quality, beautifully presented food demonstrating exceptional care and a detailed ingredient knowledge from the chef. Small menu, but ideal for this situation to ensure that every dish is perfect.
A single chef and waitress manage the restaurant which caters for about 28 diners at most. An intimate and genuinely delightful opportunity to experience fine French cuisine in a cobbled street with ancient buildings and just 50m from the cathedral in Rouen.
I would suggest that this restaurant should not be missed.

Very much recommended! 🙂
Lovely and calm atmosphere - food was really good taste wise and also looking wise! Attention to details was spot on!
Compared to other restaurants in the area we really really liked it.
Thank you!

Perfect night out in Rouen!
Everything is made to prefection. Duck is very tender and juicy.

A hidden gem with an exceptionally talented chef. We left our Viking river cruise to sample the local cuisine, and this experience was one of the highlights of our trip. Our gracious hostess happily engaged with our attempts at conversational French and added so much to our enjoyment of the evening. My sister and I had juicy medallions of chicken encased in crispy skin and stuffed with grapes and sage over a bed of creamy, cheesy risotto with a savory Muscat jus. After the first bite, I’m pretty sure the earth moved. My husband had tender veal fillet with chanterelles and rosemary sauce and heavenly potatoes confit in duck fat. For dessert my sister and I shared a superbly decadent lime cheesecake with basil cream. My husband then unexpectedly found himself sharing the dreamy almond and hazelnut biscuit with creamy dark chocolate and caramelized hazelnuts. If you come to Rouen, I highly recommend you include a visit to this incredible family-run restaurant. We made our reservations well in advance.

Had a wonderful dinner on a recent trip to France. Food was amazing! One of best meals we've ever had! Locally sourced ingredients presented with creative but perfectly balanced flavors. Owners were impeccably courteous and accommodating, even asking if we preferred to do our ordering in English or French! Incredibly patient and encouraging with our attempts to practice our French! Booked our table by phone two months prior with ease, and they welcomed us by name when we entered. Restaurant is small and was completely filled for dinner service so definitely reserve a table. Owners do everything including cooking, greeting and seating, and waiting tables with apparent ease and grace. Definitely recommend. A must for both locals and travelers.

We had made a dinner reservation as a precaution, but it may not have been necessary as it was not yet high season. Walk-ins were welcome. The menu has many options to choose from. We used Google Translate to decipher the menu. Like many bistros, they had a set menu of entree and plat (appetizer and main dish) or plat and dessert (main dish and dessert). My daughter and I recommend the Duck L'orange. My son enjoyed his burger with camembert sauce and my husband's steak was nicely prepared, though it was more medium than medium -rare. Service was warm and attentive and the meals were well-priced. We had a train to catch and they were considerate in ensuring we could enjoy our meal with time to make our way over to the train station. After exploring the sights, dining here was a wonderful way to end our visit to Rouen!

Tucked away in the old marketplace, this charming little bistro has a warm, relaxed atmosphere that makes it easy to settle in. The service was attentive without being overbearing, and the food delivered on quality. I especially enjoyed the rognons de veau, which was prepared beautifully and full of flavour.

On a Monday afternoon around 14.00 we were trying to find somewhere to have lunch. Most places wouldnt serve us anymore but here they did. Food was good but a bit on the pricey side. Paid a bit over 70€ for 2 starters, 2 mains and 2 beers.

It’s always better to just stay away. We ordered two portions of meat, and it was old, smelly, and completely inedible. The snails were also old and absolutely terrible—you couldn't even eat them. The waitress was sweet and kind, no complaints about her, but the kitchen was just awful. We couldn't eat a single thing."

I went one late afternoon for a latte. It wasn't very busy. I had my choice of seats and chose the bench facing the ancient marketplace.
I asked the woman in charge for a latte with only a little espresso and "plus du lait." About 10 minutes later a server comes out with a tablespoon of espresso and 2 tbsps of milk.
I was getting ready to accept my fate and drink it anyway, when she reprimanded me about the almonds I was getting ready to snack on. Apparently you can't eat almonds while you're drinking your coffee.
Between the over priced, unsuitable coffee and being reprimanded like a child, (I'm retired), I just walked away.
I'm happy that they have enough customers that they can be rude to those who are planning to be here for a month and was looking forward to drinking coffee and watching people on the square every day.
Their loss. So many other nice cafes with better prices, who follow instructions, and ARN'T rude.
Run, don't walk away from this place.

While on a river cruise on the Seine, we spent a day in Rouen and stopped into this restaurant for lunch. It’s in a great location with shopping and historical sites nearby. The restaurant was very busy the day we were there. The food was good; had a fish dish which was pretty tasty. The desserts were quite good as was the bread. If you visit, try the Tiramisu with Spekulos or the Chocolate Mousse.

Not a good place for some people.
Today we waited 15 minutes to be served just 3 drinks, the waitresses didn't want to serve us.
When we asked us nicely:
Hello
She answered I have other table.
Despite we were waiting before and asked several times a hello, she directly stood us verbally aggressively.
I'm not sure why she didn't want to serve us....
Definitely not a place for foreigners or non looking french people.

Great food, but check your bill!
The food at Brasserie Paul was delicious and we truly enjoyed our meal. However, we were disappointed to find out later that we were double-charged for all our drinks. We only ordered them once, but the bill showed twice the amount. It’s a shame that such a mistake happened. I recommend future guests to double-check their receipts before leaving.

A wonderful dinner experience. A very warm welcome from Gregory, our waiter. I am coeliac and he explained to me very well which dishes are safe for me. He also gave me gluten free bread! Meal was delicious!

I'd give Brasserie Paul 10 stars for ambience if that were possible. My sister and I dined indoors on a quiet Sunday night, and I felt transported to the France of 50 years ago with classic food and service. Prices were very reasonable as well. We returned the next day for desserts: a delectable île flottante and crème brûlée. The French would say that this establishment is "correct:" faint praise that is high praise.
Essential Tips for Ordering Steak in Rouen
Understanding the local customs and culinary language will significantly enhance your dining experience. In France, the approach to beef cuts and cooking temperatures differs greatly from the United States or the United Kingdom. Knowing how to order will ensure you receive exactly the meal you are dreaming of, cooked to the standard the chef intends.
Understand the French Cuts: While you might be familiar with Ribeye or Sirloin, French menus use different terminology. The Entrecôte is the ribeye, known for its heavy marbling and flavor. The Filet is the tenderloin, much leaner and softer. The Faux-filet is the sirloin strip, offering a balance between leanness and fat, while the Bavette (flank steak) is a butcher’s favorite, packed with intense flavor but requiring a precise, quick sear to remain tender.
Master the Temperature Scale: French cooking temperatures are shifted one level down from what you might expect. If you usually order "Medium Rare" in the US, you should order À point in France to get the same pink, warm center. Saignant translates to "bloody" and is essentially rare with a cool, deep red center. Bleu is barely seared on the outside and nearly raw inside, while Bien cuit (well done) is generally discouraged by chefs as it dries out the quality cuts.
Embrace the Sauces: In Normandy, the sauce is not an afterthought; it is a vital component of the dish. While you might be a purist who prefers salt and pepper, do not skip the Sauce au Poivre (black pepper cream) or the Sauce Roquefort. The latter is particularly special in this region, using the creamy, pungent blue cheese from the south of France to create a decadent topping that pairs beautifully with charred beef.
Look for Maturation: The best kitchens will proudly advertise Viande Maturée (dry-aged beef) on their menus or specials boards. Dry-aging concentrates the flavor of the beef and tenderizes the texture, resulting in a nuttier, more complex taste. If you see a number of days listed (e.g., 30 jours), it is usually a sign that the restaurant takes its sourcing extremely seriously.
Consider the "Côte de Bœuf": If you are dining with a partner or a group, look for the Côte de Bœuf. This is a massive, thick-cut bone-in rib steak, usually weighing between 1kg and 1.2kg. It is designed for sharing and is often presented whole before being sliced. It represents the pinnacle of the French steakhouse experience, offering a variety of textures from the heavily seared cap to the tender center.
Rouen is a city that rewards those who eat with both appetite and attention. Whether you are sitting in a vaulted medieval cellar or a sleek modern dining room, the respect for the meat is palpable. The combination of Norman dairy influences—evident in the butter used for basting and the cream in the sauces—with prime beef makes for a uniquely indulgent experience.
As you plan your culinary itinerary through the city, remember to book ahead, especially on weekends, as these popular spots fill up quickly with locals and tourists alike. Pair your steak with a glass of structured Burgundy or a local craft beer, and you will understand why Rouen remains a beacon for gastronomy in northern France.
