Comparing to some of the larger malls in US, this one did not have a lot of high-end stores. It was somewhere to go on a rainy day.

Rooftop cafe! This is a place where you can see Toulouse from pretty high point. It was very beautiful. I ordered a drink and stayed for a short time. The staff took a while to come to take my order, but they were friendly. and the Galeries had a sale on quality clothes, so I got a good deal. 🙂

Centre Commercial Espace Saint Georges is an inner city shopping mall, but it has the relaxed setting of a suburban shopping center. You can find some shops that have other locations in the region, and some others that are one of a kind.
Casey Doyle★★★☆☆
A few department stores, pharmacy, and a really good grocery store are underground here
Damo★★★☆☆
This arcade is slowly dying. There's a pretty good supermarket here though.
Ronaldo Attimy★★★★☆
Went through the mall, stopped in some of the shops. All was covid-19 prepared, the lightning and the directional map was simple. The all was clean and well kept. The selling vendors were not an issue no one force you to purchase any items. Good and clean mall the leads you to the otherside of the main shops and center
Gary Smith★★★★☆
Well stocked centre. Intermarche is a good store. Nice selection cafes and bars on the upper level.

It's not a large mall, but it seems clean enough, airy enough. All the standards like foot locker and Claire's. Of course french branded shops. Has a food court that I didn't go thru and restaurants. Typical mall including kiosks. Can't comment on the public toilettes since I didn't notice any or need to use one. Has a little merry go round for young children, which is adorable. The movie theater is not connected but has a good selection of movies. The majority of shops seem to have "ventes privees", so I recommend going online to sign up for their "rewards" programs before walking into ANY of the shops. They will not be helpful at the counters, and will expect you to leave--guess they don't want foreign money(?) The Armand thiery staff will Google translate on their phone, more than once, that the sales are Only for their privees. Then will be surprise-annoyed if you just buy something anyway. I fell in love with a linen button up so spent my little budget on it. It's only single stitched but very comfy. The big grocery/department store didn't have special pricing, just sales prices. I found the employees quite polite. The selection of cheese is Out Of This World!!! Great place for a to-go salad at a reasonable price, as well as needed items. The du bruit dan la Maison staff were quite helpful and the sales are for "everyone". Highly recommend that lovely store.

This is a well organized outlet mall with many stores close by Toulouse. The price reduction is not bad but not on all products. I am missing some luxury and France stores, that I would expect at a France outlet mall. The parking lots are big enough but on a busy day it could be to less.
Lubna Altungi★★★★☆
I enjoyed there, but the clothes there are really not modern at all. You can find some cafeterias to have a drink but there is no restaurant.

Got some great stuff. Not super super cheap but some good bargains

A wonderful experience with Panorama Toulouse. I ordered two bags remotely and I'm absolutely delighted. The shop reserved them for me, the SMS tracking was perfect, and the team was very helpful and responsive. Order and shipment were the same day via Chronopost, received within 24 hours, and the package arrived in perfect condition. I had some concerns after reading some negative reviews about delivery, but my experience was flawless from start to finish. The bags are exactly as described, and the quality is excellent. I highly recommend them and will definitely be back. Thank you!

A huge food market with everything you can imagine—meats, cheeses, bakeries, fruits and vegetables, prepared foods, etc etc . There are all types of food stands—Portuguese, Japanese, Russian, Italian and others. There are restaurants inside and just outside the market. There is an attached parking garage.
Albert Xu★★★★☆
Victor Hugo Market is easy to find and very pleasant to explore. The outdoor area is lined with fresh fruits and vegetables — I even spotted some porcini mushrooms (planned to buy them later, but they were sold out by the time I came back 😂). Inside, you’ll find all the classic European market goodies — cheeses, meats, olives, and more. I was amazed by a beautiful little cake for €4 — couldn’t resist buying it, and the vendor even gave me a lovely box for it. At the far end, there’s a fresh seafood section with oysters, salmon, and all kinds of seafood. I chose a dozen oysters for €18 plus €2 for opening — €20 in total. Slightly salty, incredibly fresh, and so delicious that all twelve disappeared in just a few minutes!
Rajesh Nair★★★★★
Typical french market , long established. So many choices of stalls for products sourced locally. Very friendly and helpful shop keepers. The place is crowded with locals. The choice of French fromage , wines and patisserie is mouth watering. I keep coming back to the place.
Yvonne Sahnam-Chin★★★★☆
Great selection of meat, cheese, seafood, fruits and vegetables. Local produce mainly and imported food. Lovely restaurants on second floor service local specialties. Try the oysters!
Nguyen Nam★★★★★
Victor Hugo Market, located in downtown Toulouse, offers a comprehensive selection of French and European food products, including popular beers and wines. I tried various cheeses, salamis, and fresh oysters, complemented by a selection of red and white wines. Ample seating is available on the second floor to accommodate groups of all sizes. I will totally visit the market during my next trip to Toulouse.

We were greeted by the agency's new business account manager. The welcome was warm, and the new team is very friendly. He gave us excellent service and provided very helpful advice. We then migrated all our business and personal accounts. Finally, an agency that listens to us! I recommend them without hesitation. A big thank you to my advisor for his support and responsiveness. Always good advice and truly personalized follow-up. It's reassuring to feel well supported.

Practical Tips for Shopping in Toulouse

To truly enjoy the retail scene in Toulouse, it helps to understand the local rhythm and customs. While the city is welcoming and easy to navigate, a little insider knowledge can save you time and money. Here are some essential pointers to ensure your shopping excursion is as smooth and enjoyable as possible.

  1. Respect the Lunch Break: Unlike in some major capitals, many independent boutiques and smaller shops in Toulouse still close for a two-hour lunch break, typically from 12:30 PM to 2:30 PM. Plan your heavy shopping for the morning or late afternoon to avoid finding the doors locked on your favorite store.
  2. Embrace the Markets Early: If you are heading to a food market like the Marché Victor Hugo, the early bird truly gets the worm. Arrive before 10:00 AM to see the best produce and seafood, and to avoid the crush of the lunchtime crowd looking for their daily baguette and cheese.
  3. VAT Refunds for Non-EU Visitors: If you are visiting from outside the European Union, remember that you are eligible for a VAT (Value Added Tax) refund on purchases over a certain amount (usually around €100) made in the same store on the same day. Look for the "Tax Free" sticker in shop windows and bring your passport with you when shopping.
  4. Bring Your Own Bag: In line with French environmental laws, plastic bags are largely a thing of the past. While stores offer paper bags or reusable totes for a small fee, carrying a foldable shopping tote in your day bag is practical and eco-friendly, especially for market visits.
  5. Look Up for Hidden Gems: Toulouse is a city of verticality. Many of the best boutiques, art galleries, and concept stores are located on the first or second floors of historic buildings, accessible via narrow staircases. Don’t be afraid to look up and explore beyond street level.
  6. Validate Your Parking: If you are driving, utilize the underground parking structures like Capitol or Carmes. They are centrally located, and many local shops offer partial parking reimbursement or validation if you spend a certain amount, so keep your parking ticket handy.

The beauty of shopping in Toulouse lies in its ability to surprise you. You might enter a quiet courtyard looking for a shoe repair and find a hidden tea salon or a designer atelier. The city rewards the curious, so allow yourself time to wander without a strict itinerary, particularly in the labyrinthine streets of the Carmes district.

As you wrap up your retail adventure, you will likely find that your bags are filled not just with purchases, but with the stories of the people who made them. Whether it is a wedge of aged cheese from a market vendor or a hand-stitched leather bag from a local artisan, the souvenirs from Toulouse carry a distinct sense of place that generic brands cannot replicate.
